Not Totally Free, Unlike ABS-CBN Free iPhone App

Why cant Inquirer offer a simple version of a smart phone or tablet app like ABS-CBNs iPhone app that is predominantly text in content and has minimal graphics? Is the development cost for Inquirers app content the reason they charge for a subscription? To be fair I suppose Inquirer has little cross-selling advantage unlike ABS-CBN, which in turn benefits from offering a truly free smart phone and tablet app because it encourages users to explore their other media outlets.
